If you want to travel on the Kuala Lumpur to Kuala Perlis bus, there are a few companies that offer coach services to this jumping off point to catch the ferry over to Langkawi island.
Although not the quickest way to travel overland from KL to Kuala Perlis, the bus is slightly cheaper than the train from KL to Kuala Perlis (via KTM Arau Station) if you want to travel as cheaply as possible and save a little money.
There are a number of bus companies offering coaches from KL to Kuala Perlis:
Most companies offer departures from Terminal Bersepadu Selatan (TBS bus station) in Kuala Lumpur, with a few departures from Hentian Duta Bus Terminal or from Shah Alam Terminal in Selangor.
Most popular are the night buses from Kuala Lumpur to Kuala Perlis, as these get you to the ferry terminal for the early morning boats over to Langkawi (and save you a nights accommodation if you are travelling on a budget).
The duration of the trip to Kuala Perlis is around 7 to 8 hours, with most buses stopping off at various bus terminals along the route and for toilet / snack breaks.

Coach ticket prices from either Hentian Duta or TBS to Kuala Perlis range from around 45 MYR to 60 MYR depending on the type and luxury of the bus (ie VIP).

Once you get to the bus station in K. Perlis, it is just a few minutes walk to the ferry terminal.
Just walk to the end of the bus parking area and there is a walkway between the buildings that brings you out the other side where you will see the ferry terminal on your left.
The ferry ticket counters are located just outside the main building.

If you don't mind paying a little extra, the new high-speed Electric Train Services (ETS) can get you from the capital, KL to Arau Railway Station in less than five hours.
From the train station in Arau to the jetty, it is just a short 20 - 30 minutes taxi ride or if you are on a budget, you can take a bus from KTM Arau to Kangar Bus Terminal (Terminal Bukit Lagi), then another bus from Kangar to Kuala Perlis.
